Project goals:

Wider objective is enhancement of quality and relevance of higher education in Ukraine and increasing convergence with EU developments through elaboration of qualifications frameworks.

Project objectives:

  1. Analyses of existing standards and methodologies of Qualifications Frameworks development in Environmental Science.
  2. Development of sectoral Qualifications Frameworks for Environmental Science studies at Ukrainian universities.
  3. Training courses on developing and implementing new study programs compatible with Qualifications Frameworks in Environmental Science.

Activities:

  1. Analyses of existing standards and methodologies of sectoral Qualifications Frameworks development.
  2. Elaboration of Qualifications Framework in the area of Environmental Science in Ukraine.
  3. Creation of training centers.
  4. Development and implementation of training courses on developing and implementing new study programmes compatible with Qualifications Framework in Environmental Science.
  5. Quality control.
  6. Dissemination of project results.
  7. Project management.

Expected results:

  1. Developed Qualifications Framework for Environmental Science at Ukrainian universities.
  2. Created training centers at partner universities.
  3. Developed and implemented training courses.
  4. Developed project web-site.
  5. Reports on project results and other publications.

A coordination meeting of implementers of EU project 544524-2013-1-PL-TEMPUS-SMHES «Qualifications Frameworks for Environmental Science at Ukrainian Universities – QANTUS» was held on 14-15 April, 2014 at Warsaw University of Life Sciences (Warsaw). Project partners from universities of Spain, Austria, Italy, Poland, Belgium and Ukraine took part in the meeting.

Project coordinator Stefan Ignar addressed his welcome speech to the participants of the meeting. He focused on the main point, objectives and expected results of the project. Then during the first day of the meeting time was given to all project partners to present educational and research partner-institutions.

During the second day of the meeting the main problems related to the project main topic "Implementation of Qualifications Frameworks for Environmental Science at Ukrainian Universities" were discussed.

Presentations of EU expert on Bologna system implementation Prof. Marek Frankowicz (Jagiellonian University, Poland), Prof. Vadym Zakharchenko (Odessa National Maritime Academy, Ukraine) and Prof. Jozef Mosiej (Warsaw University of Life Sciences, Poland) directly concerned above-mentioned topic.

Working groups aimed to implement the project in accordance with the defined goals and objectives were created as a result of the coordination meeting of Ukrainian and European partners.

The meeting united the project team and inspired them to further fruitful work.

The first study visit to the University of Natural Resources and Life Sciences (Vienna, Austria) was made on June 30 – July 4, 2014 within the frameworks of TEMPUS project "Qualifications Frameworks for Environmental Science at Ukrainian Universities - QANTUS"

During the study visit, participants were familiarized with:
Austrian National Qualifications Framework, National Higher Education System, Qualifications of Higher Education and Graduates Documents, Planning of Learning Outcomes in the field of Environmental Science, Elaboration of study programs at the university, Structure and content of courses, ECTS implementation, Access to learning / teaching materials, Organisation of study process, Trainings of lecturers and developers of Study Programs.

As a result of the Training course at BOKU participants received Certificates.

The Second Study visit to the University of Lleida (Spain) was held from September 8 till September 12, 2014 within the frameworks of TEMPUS project "Qualifications Frameworks for Environmental Science at Ukrainian Universities" (QANTUS).

During the study visit to the University of Lleida participants were familiarized with:

Seminar on dissemination of First and Second Study Visits results within the framework of TEMPUS QANTUS project was held on 8 October. The seminar was held by Prof. Vadym Zakharchenko, Vice-rector on Scientific and Pedagogical Work, Victor Bortniak, Head of Educational and Methodical Department, Kateryna Prykhodko, associate professor of Life Safety Department.

Three reports were delivered during the seminar:

  1. Internal quality assurance at universities
  2. National Qualifications Framework and the development of competency-based educational programs
  3. Implementation of the European Credit Transfer and Accumulation System (ECTS). Definition of learning outcomes and development of programs for courses (disciplines).

The seminar was attended by the representatives of faculties, academic and teaching departments of Odessa National Maritime Academy, dealing with quality assurance system, development and implementation of educational programs and courses (disciplines).

Monitoring of the project 544524-TEMPUS-1-2013-1-PL-TEMPUS-SMHES ‘Qualifications Frameworks for Environmental Science at Ukrainian Universities’ by the National TEMPUS / Erasmus+ office, and the Coordination Seminar of the project participants were conducted on 15-16 October 2014 at Odessa National Maritime Academy.

Monitoring Program of the TEMPUS project ¹ 544524

During the monitoring day the representatives of Ukrainian HEIs, which are the partners of TEMPUS QANTUS project, reported on the results of project implementation at the first stage. There were interviews with project teams and stakeholders, as well as the meeting with teachers, administrative staff, and students of Ukrainian partner HEIs.

Meeting of the QANTUS Steering Board was held on 27-28 November 2014 at Warsaw University of Life Sciences – SGGW (Warsaw, Poland).

This meeting was attended by the Project Steering Board Members - Prof. S. Ignar (Warsaw University of Life Sciences – SGGW), Prof. M. Frankowicz (Jagiellonian University), Prof. S. Stepanenko (Odessa State Environmental University), Prof. V. Zakharchenko (Odessa National Maritime Academy), Prof. J. Mosiej, M. Techmanska (Warsaw University of Life Sciences – SGGW), A. Shestakova (Odessa National Maritime Academy) also took part in the meeting.

A General Assembly (coordination meeting) of consortium of EU project 544524-2013-1-PL-TEMPUS-SMHES «Qualifications Frameworks for Environmental Science at Ukrainian Universities – QANTUS» was held on 31 March - 1 April, 2015 at the University of Natural Resources and Life Sciences (Vienna, Austria). Project partners from universities and other establishments from Austria, Germany, Italy, Poland, Belgium and Ukraine took part in the meeting.

Project coordinator Prof. Stefan Ignar addressed his welcome speech to the participants of the meeting. He focused on the 1st year project results. Also during the first half of the day presentations by European partners on sectoral qualifications frameworks, recent development in European Higher Education Area, directions of further development were heard.

During the second half of the day the main achievements of Ukrainian partners for the first year of the project were presented and discussed. To highlight this issue Ukrainian partners prepared presentations on the implementation of different Work Packages of the project: Pprof. Vadym Zakharchenko (Odessa National Maritime Academy, National Project coordinator) reported on the progress of Work Packages 1 and 2, Oleg Shabliy (Odessa State Environmental University) – about realization of Work Packages 3 and 7, prof. Ganna Titenko – about realization of Work Packages 1, 4 and 5.

During the second day of the meeting presentations by Austrian partners on qualifications frameworks in Austria, environmental studies development, quality assurance system in Austrian universities were heard.

The afternoon was devoted to management, planning and solving administrative issues of the project.

Held meeting helped to demonstrate the first stage results of the project partners and inspired consortium to further fruitful work.

Coordination meeting participants:

The Study visit of the Ukrainian part of TEMPUS QANTUS Project consortium to partner universities in Italy was held from 25 till 29 May, 2015.

The participants visited the University of Genova and the University of Pavia and participated in seminars on aspects related to the Project topics and the European Higher Education Area.

At the University of Genova the seminars were carried out by Angelo Musaio, Head of International Relations Service, Prof. Vincenzo Bianco, Prof. Alfredo Squarzoni and Dr. Monica Penco.

At the University of Pavia seminars were carried out by Michela Cobelli, Erasmus Mundus Programme Coordinator, and Prof. Maria A. Confalonieri.

At the University of Pavia the visitors had the opportunity to meet Ukrainian students who study at this University.

During the visit participants had the opportunity to share their experience with Italian partners and to gather information about Italian National Qualifications Framework, elaboration of intended learning outcomes, implementation of the European Credit Transfer and Accumulation System, Quality Assurance in Higher Education and other useful information needed to perform Project objectives.

The working meeting of the QANTUS Steering Board for discussion of current issues of the project implementation was held in Warsaw on 22 April 2015.

The Steering Board members participated in the conference on ‘Qualifications for the labour market. Sectoral Qualifications Frameworks as new tools for competence management’ which was organized by Educational Research Institute in Warsaw on 23 – 24 April 2015. Its objective was to exchange views and experiences in developing and implementing tools used to match qualifications to labour market needs. The context of the conference was provided by sectoral qualifications frameworks created for various sectors in countries around the world.

During the conference the report on realization of the project tasks was made and discussed in detail.

Joint meeting of Commission on Environmental Science, Natural Environment Conservation and Sustainable Nature Management of the Science and Methodology Council, the Ministry of Education and Science of Ukraine, and QANTUS project consortium was held on 14-15 May 2015 on the premises of the Uman National University of Horticulture with participation of the representatives of HEIs, which train specialists on ‘Environmental Science, Environment Conservation and Sustainable Nature Management’.

V.M. Zakharchenko, coordinator of Ukrainian part of the project, member of the National expert team on reformation of higher education in Ukraine, Vice-Rector of Odessa National Maritime Academy, delivered a report on development of qualifications framework in the field of ‘Environmental Science’ under the QANTUS project.

Results of employers’ questioning on the competences in the field of Environmental Science, Natural Environment Conservation and Sustainable Nature Management were presented by G.V. Titenko, Dean of Environmental Faculty of the V.N. Karazin Kharkiv National University.

S.M. Stepanenko, the commission chairman, OSENU Rector, and Î.G. Vladymyrova, academic secretary of the commission, Dean of OSENU Faculty of Environmental Science and Economics, made reports covering development of preliminary versions of branch qualifications framework in the field of Environmental Science, Natural Environment Conservation and Sustainable Nature Management.

The Study visit of the Ukrainian part of TEMPUS QANTUS Project consortium to the Jagiellonian University in Krakow, Poland was held from 8 till 14 November, 2015.

The following participants took part in this visit: National Coordinator of the Project Prof. Vadym Zakharchenko, Dana Parmenova (Odessa National Maritime Academy), Oleg Shabliy (Odessa State Environmental University), Alla Nekos (V.N. Karazin Kharkiv National University), Ivan Mostoviak (Uman National University of Horticulture), Olena Glazunova (National University of Life and Environmental Sciences of Ukraine), Olha Ishchenko (Lviv National Agrarian University), Tetyana Dyman (Bila Tserkva National Agrarian University), Alla Rybalko (Ministry of Education and Science of Ukraine).

The participants visited the Centre for Environmental Education, Faculty of Chemistry and Biology, a museum and numerous laboratories of the Jagiellonian University and took part in workshops on issues relating to the subject of the project and European Higher Education Area.

During the visit participants had the opportunity to share their experience with Polish partners and discuss issues related to Polish National Qualifications Framework, elaboration of planned learning outcomes of the study programmes, implementation of the European Credit Transfer and Accumulation System, Polish higher education system, curriculum development and issues related to the organisation of educational process at the Jagiellonian University.

Meeting of the QANTUS Steering Committee was held on 10 – 11 March 2016 at Warsaw University of Life Sciences – SGGW (Warsaw, Poland).

This meeting was attended by the Project Steering Committee Members - Prof. S. Ignar (Warsaw University of Life Sciences – SGGW), Prof. V. Zakharchenko (National University "Odessa Maritime Academy"), Prof. M. Frankowicz (Jagiellonian University), Prof. S. Stepanenko (Odessa State Environmental University), G. Titenko (V.N.
